Menu shortcuts do not work
Access keys for menus do not seem to work in 37.2. Pressing Alt+F will not open the file menu (it just beeps). However, pressing Alt first does focus the menu bar, and subsequent keypresses do activate the menus.

Actually when it first appears, it will be on top even if it is not always-on-top, as with any other window.
