Have you guys noticed that different printers show different options under "properties" in PDF-XCE?
On my HP printer I get color options and much more, but under my Epson printer I get no option of black-white in PDF-xce. If I try and print a webpage I am not able to change the mode to black and white from "color"
Could I maybe force black and white through PDF-xce through some other method... or does it just depend on what the printer itself offers?
As of now I am forced to print in color, weird.

The screenshot you gave in your initial post is from a web browser - and this "Save As PDF" option is the browser's own - not one that we provide. In any case - the "Black and White" option is disable - as it makes no sense to lose a lot of colour information when you would be converting that page to a PDF file. Coloured inks are much more expensive, however saving a PDF file with the text in red colour rather than in black has no real implications on the PDF file size - the colour info is still encoded in the same amount of bytes.
So by saving to a coloured PDF - that option ensures that you preserve the most of the original page. If you then need to print to an actual hardware device - and want to print black and white at that point - you would have the option to do so so that you can save on the cost of the more expensive colour inks.

You can force PDF-XChange Editor to print in "Grayscale" or "Monochrome" via File > Print > More... Yes that's what I meant. Thank you. Under "properties" of my other printer (HP laser color printer, as you can see) I have a "print in grayscale" button. So I hope it is more clear now. The screenshot for the Epson printer above refers to the same dialogue that appears when you click on "properties"

Your problem-description was clear from the beginning.
In my opinion, you should try with an other printer-driver for your EPSON XP-2200.
I have tried with the "EPSON Universal Print Driver (v2.72.05)" available here:
https://www.epson.eu/en_EU/support/sc/epson-expression-home-xp-2200/s/s2530
Using that driver, I have no problem to select "Grayscale" from within PDF-XChange Editor > Print > Properties > (Main-tab) > Color
