Hi,
We are about to purchase a “25 Users Pack” for our company.
Our IT service asks what the license principle is.
Do we need to install a license manager program on our server ?
Is there a dongle ?
How the limit of 25 licenses is controlled ?
Do we just have to fill the "Registration info - Add New Serial/License Key" ?

You do not need a license management program or tool that you have to install.
You are doing the deployment from your side, and ensuring that you adhere to the 25 user limit from the sysadmin side.
