Keyboard Shortcut to Move Screen Down One Line

Is there a way to create a keyboard shortcut so that the document is moved up or down a single screen-line as measured by the scroll bar?

If not via grabbing the arrows' own command, any other way?

Please note that using the down arrow key on one's OWN keyboard, the cursor follows the text, moving from line to line and jumping to the next page once it runs out of text.

I need only to move the page itself downward, independent of any text that may be on the page itself.

I notice that, with the Hand Tool selected, the arrows on a user's keyboard DO have this behavior - just moving the screen up or down in increments of one line.

Since I'm usually highlighting or typing comments the document, I need a keyboard shortcut to this behavior so I can both: avoid having to switch to the Hand tool. And, to need not having to travel all the way down or up to the corners of the screen to position my document down or up a fixed distance while I'm trying to think about the edits I need to make.

So, some way to lasso the actions

Hand Tool > Keyboard Arrow Down
Hand Tool > Keyboard Arrow Up

to a pair of always-available Keyboard shortcuts.

Currently there is no method to do this, however I have created a formal ticket for tracking this request for you:
#5123: KB only scrolling while comments or editable text remains selected
While you cannot look this up directly, you can ask any member of our support team for an update on its progress here in the future.
Currently I cannot provide an estimate on the timeline for this, but our dev team has confirmed that it should be possible.
