Spit Pages in landscape

I am trying to automate using the Split Pages action.
It seems that the paper size is locked to the letter size in portrait mode.
My PDF is US legal in landscape mode.
Because of this I am not able to set the vertical splits like I need.
I can do so if I use the editor and manually split the page. But I really would like to create the PDF Tool to automate it.
Is there a way that the size and orientation can be specified/changed when setting up the PDF Tool with the split pages action?

That is what I am trying to do and when I run into the issue. I was just simplifying and stating the exact task that the issue is with.
Any help?
