PDF/a-1b

Hello,
we have to send PDF/a-1b-Documents to one of our business partners. The software of our partner is testing the files using Callas pdfapilot. This software ist also used by the preflight function of Acrobat 9. Unfortunately pdfpilot does not accept pdf documents created by PDFXChange. Do you know how to create PDF/A-1b using PDFXChange which are acceptet by pdfapilot/Acrobat 9 or can Acrobat PDF/A-1b compatible files only be created by Acrobat?
The attachment contains a PDF/A-1b-file created by PDFXChange and the preflight-report created by acrobat 9 (german version).
