Converting Word Markups into PDF Annotations?

I have a Word Document including some markups (comments). Is it possible to convert this into a PDF, where the comments are true PDF-comments, and not flattened elements (see attached example).

Are there any plans to implement this? (But maybe it's too complicated to do so).
