I want to highlight something in a document but I can't select anything so I can't use the "Highlight Text Tool".
Most likely cause is that the PDF document contains only images (e.g. scanned or image files converted to PDF). As there is no 'real' text you cannot use the highlight tool.
You can add a text box - with no text or border and the opacity set to the 20% (or any percentage that looks reasonable) Set these in the Text Box properties and fill with the colour of your choice. Such a text box can be placed anywhere on a document and adjusted to fit the underlying text or images. Note that because this is not truly a highlight the more opacity you set the more it will mask the items you wish to highlight. 20% is a reasonable number.
