can you make it possible that the variables also work in the parameters for "execute application"?

The filepath (not filename) is always added by tools as the last parameter in the command line. This action effectively works as a cmd interface telling it to open the selected application, and then would accept parameters which that application accepts, not our own macros.
So in your case, instead of trying to launch cmd.exe, you should be selecting the application you wish to open the file inside of. Then you can remove the filename from the parameters entirely, and simply enter any other parameters which that specific application would accept were it to be launched via cmd.
Do note that for this work work, you will need to have a "save" action in place before the "run application" action, in your custom tool.
