installing hebrew language set

I copied the hebrew language files into <exepath>\languages directory (Strings.he-IL.xcl,SpellChecker.he-IL.xcl,ReadOutLoud.he-IL.xcl,OCRPlugin.he-IL.xcl).
On Pdf Xchange Editor it works fine .
On Pdf Xchange Viewer I don't see hebrew in the available language list .
using SetProperty('International.LocaleID', $040C, 0); cause an exception .

What else should I do to change the UI into hebrew .

Thanks for the post - those files are specific to the Editor and will not work with the Viewer. I don't know that any Hebrew translation of the Viewer was ever done, so you would first need to download and use the Viewer's translation tools and translate the UI into Hebrew, before you would be able to set the UI language to Hebrew:
