What is wrong with this pdf? Can not scroll down

Hello, everyone!
I encountered a strange pdf (download here

If you open this pdf with pdf xchange editor. At first, off course, it will at the cover page.Then you start scrolling down, but you will find that you get stuck at page 3 and can not scroll down. The same thing will happen, if click bookmark "chapter 1", and then can not scroll down either.
I tried to open this pdf with sumatra pdf, and it has no such problem.
What is wrong? Is it the problem of pdf xchange editor? Or this pdf? How to solve this?

That was a right PITA to download.
Use filebin.net for free file sharing up to 100 Mbytes.
Introduction to Classical Mechanics
I have no problem scrolling the PDF file in PDF-XChange.

Downloaded the file and experience the same strange behavior as @balabi
I am still using the older Build 322.5 ,so maybe an update to the latest version will fix @balabi's problem.

I have the same problem with this file and i have the latest version of PDF-XChange Editor Plus - 6.0.322.7

Adobe Acrobat Reader DC is not much better. Looks like there is something wrong with the file itself

The "Introduction" (iii) page is the culprit. Use thumbnail view and navigate to the next page after that (iv), you need to click twice on it to jump over the offending page. Or just enter the page number in the page navigation pane. Once you are there you can scroll through all the rest without problems.

Thanks for being so active in this topic!
In the original view (Single page, non continuous) - the problematic page does "blink" a couple times, but using the mouse scroll wheel - I did manage to get to the next and consecutive pages. When I switched to single page continuous however - the problem is much more obvious.
It is caused by page level java script:

So it is not something we are doing wrong - we are just honouring the scripts that are already in the file!
Please contact the document authors and ask them to check this file and make sure that such scripts that get you back to the same page when you navigate out of it are not used.

Thank you so much! Is possible to purge this pdf with pdf xchange editor? If not, is there other ways instead of contacting the document author?

You can remove the problem by removing the Javascripts that are add to specific pages 2, 3 and 5 in the PDF document:
- open the PDF in PDF-XChange Editor
- activate the Thumbnails pane (View > Thumbnails)
- activate the Properties pane (View > Other panes > Properties pane)
- now, when you click onto the thumbnail of one of the pages 2, 3 or 5, you will see a script for Page Open and Page Close in the Properties pane
- by clicking the three points (...) and then click onto the page instructions + Remove + OK, you can remove the scripts
