I want to add bookmarks to a PDF file using the commandline /RunTool option bookmarksFromTextFile
Is there an option to set the text file which is to be used to import into the PDF?

I am afraid not, PDF-Tools only has command line parameters for the "choose input files" and "save documents" actions in the import bookmarks from files tool. If you are looking for a full list of supported command line arguments in PDF-Tools, you can find that here:
